Padre Dam Municipal Water District near San Diego, CA broke ground in October 2014 on its new Advanced Water Purification Demonstration Project which will use advanced water purification technologies from NeoTech Aqua Solutions and Biwater. The demonstration project is scheduled to begin operation in March 2015.

The 2013 year was the driest in recorded history with many areas of the San Joaquin Valley reporting groundwater levels more than 100 feet below previous historical lows.  Groundwater provides approximately 60% of California's water supply in a dry year and 40% in an average year.  Some municipalities in Northern California are reporting as little as 5% of water capacity and California Governor Jerry Brown recently issued his second drought emergency declaration of the year.  Bluefield Research reported that on April 30th, 2014, the California Department of Water Resources released a report with an analysis of 5,400 groundwater wells across the state having unprecedented declines in water levels.
