Wastewater Treatment Capacity Is Becoming A Critical Infrastructure Challenge In the Netherlands

The Netherlands is entering a major period of wastewater infrastructure investment. Between 2026 and 2030, the country’s regional water authorities plan to invest €16.5 billion to expand treatment capacity, improve resilience, and meet evolving environmental regulations. At the same time, the revised EU Urban Wastewater Treatment Directive introduces stricter nutrient removal requirements by 2039 and mandatory micropollutant treatment by 2045—making future compliance a critical consideration in facility design today.

To explore how engineering teams can respond to these challenges, a conceptual 200,000 m³/day Water Resource Recovery Facility (WRRF) was generated for the Randstad region using the Transcend Design Generator (TDG). Located near Maasdijk between Rotterdam and The Hague, the concept demonstrates how simulation-driven engineering can rapidly produce coordinated treatment designs tailored to regional requirements.

The facility incorporates a conventional activated sludge process with MLE nutrient removal, primary clarification, chemical phosphorus removal, UV disinfection, and sludge handling systems. Beyond process sizing, the generated engineering package includes process flow diagrams, P&IDs, mass balances, site layouts, civil models, equipment schedules, and bills of quantities.

By generating multidisciplinary outputs from a unified design environment, engineering teams can move beyond disconnected calculations and manual workflows. More importantly, they can quickly evaluate alternative treatment technologies, compare performance and footprint impacts, and accelerate early-stage planning.

As Dutch utilities prepare for decades of infrastructure investment, generative wastewater design offers a new approach to developing compliant, resilient, and future-ready treatment facilities.
