PUB And Hyflux Sign Water Purchase Agreement For Singapore's Second And Largest Desalination Project

PUB, Singapore's national water agency and Hyflux Ltd, through its whollyowned subsidiary, Tuaspring Pte Ltd (Tuaspring), signed a 25-year Water Purchase Agreement (WPA) recently, for Singapore's second and largest desalination plant.

Under this agreement, Tuaspring as the concession company, will deliver desalinated water to PUB over a 25-year period from 2013 to 2038.

The desalination plant, to be located in Tuas, will be constructed under a Design, Build, Own and Operate (DBOO) model. It is expected to commence operations in 2013 and will add another 70 imperial million gallons (mgd) or 318,500 cubic metres of desalinated water per day to Singapore's water supply. The first-year price for the desalinated water is $0.45 per cubic metre.

Signing the WPA for PUB was Mr Khoo Teng Chye, Chief Executive of PUB, while Ms Olivia Lum, Group President & CEO of Hyflux, represented Tuaspring.

Mr Tan Gee Paw, Chairman of PUB and Mr Gay Chee Cheong, Non-Executive Independent Director of Hyflux were witnesses to the signing.

"Desalinated water, together with water from local catchments, imported water and NEWater, form the Four National Taps, which provide a diversified and sustainable water supply for Singapore. It is set to play a bigger role in meeting Singapore's future water needs. By 2060, we plan to increase our desalination and NEWater capacities to be able to meet up to 30% and 50% of our water demand respectively," said Khoo Teng Chye.

"Hyflux has been involved in Singapore's first NEWater plant and first desalination plant. We are pleased to partner PUB once again to develop a second desalination plant that will help meet the increasing demand for water in Singapore," said Hyflux's Ms Lum.
