We reviewed lead sampling efforts around the country and provide a simple overview to assist as states create or expand lead testing programs for schools and childcare facilities.

Enrollment Plan

Enrollment criteria is typically based on building age, the percentage of young children served and/or measurements of financial need. Partnership with other agencies, non-profit groups, or professional associations will help increase participation rates as these groups have established relationships with school and childcare facility communities. For voluntary programs, marketing outreach to state and local media outlets is a good way to increase enrollment urgency and decrease fears related to cost or a false perception of regulatory oversight. The enrollment process itself can be managed online and provides an opportunity to collect critical contact and facility data needed to execute the program. More time-intensive enrollment processes may drive participation rates down or increase demands on agency staff.
