Rapidly evolving LCRI guidance makes a consistent compliance framework hard to settle on, and a large number of unknown private-side service lines raises the stakes. Traditional verification adds cost and disruption that few utilities want to absorb. Gainesville Regional Utilities (GRU), serving a population of 200,000, took a different route with CDM Smith and Trinnex: a fully documented, reproducible methodology built on utility knowledge, historical records, GIS data, work orders, and inspections. It pairs predictive statistical modeling with representative sampling and targeted inspections across geography and construction eras. The methodology was accepted by FDEP, and Jennifer McElroy of GRU called the engagement a turnkey process.

Explore how the strategy was built and what it took to satisfy the regulator.
