WEF Joins Xavier University In Launching Nation's First Master's Program In Water Utilities Management
The Water Environment Federation (WEF) is proud to celebrate a major advancement for the water sector: the launch of the nation’s first Master of Science (MS) in Water Utilities Management at Xavier University’s Williams College of Business. Developed with guidance from leaders across the water sector - including WEF - this pioneering graduate program fills a longstanding gap in workforce development by blending business leadership with the technical and operational realities of today’s drinking water, wastewater, and stormwater utilities.
A Milestone Moment for the Water Profession
This new degree reflects the urgent need for leaders who can navigate complex regulatory environments, aging infrastructure, cybersecurity demands, modernization initiatives, rate‑setting pressures, and community expectations. The program equips rising professionals with MBA‑level business acumen and the specialized expertise utilities rely on every day.
Designed With - and for - the Water Sector
The program was shaped through a unique co‑development process involving leading sector partners, including WEF and American Water Works Association (AWWA), Association of Metropolitan Water Agencies (AMWA), and National Association of Clean Water Agencies (NACWA), supported by an advisory board of experienced utility and industry leaders from organizations such as Greater Cincinnati Water Works, Northern Kentucky Water District, and H2O America. This collaborative approach ensures that the curriculum stays relevant to real‑world challenges, emerging technologies, and evolving workforce expectations, including the program’s focus on new digital and AI applications in utility management.
Flexible Online Format with Real‑World Impact
Built for working professionals, the 16‑month MS program is delivered fully online in convenient seven‑week sessions. Learners progress as a cohort to foster collaboration and peer connection, with additional mentorship from an Executive in Residence who supports students’ career development. In addition to online coursework, students participate in three in‑person residencies: an Orientation Residency, an international residency in London and Amsterdam (planned for Summer 2027), and a Capstone Residency. Each features high‑impact learning, expert speakers, and opportunities to build professional networks across the global water community.

Graduates leave the program with knowledge they can put to work on the job immediately: a portfolio of applied work, strengthened leadership skills, and the practical tools required to manage utility performance, community trust, and long‑term system resilience. To expand access, eligible partner‑organization members may also qualify for tuition benefits under Xavier’s Educational Partner relationships.
