Chlorine measurement is used at multiple points in the process. In the past, Chlorine was added and measured at the water intake. However, with growing concern with DBPs this is not as common.

Today chlorine is typically added in the clarification and treated water steps. Depending on contact times, there may be traces added prior to flocculation to control algae, but even this can increase disinfection byproducts (DBPs) if not managed properly.
