STV To Lead $29.4M Water System Upgrade In Central Texas

Project Will Boost Water Reliability for More Than 12,000 Residents in Limestone County

STV today announced it has been selected to provide comprehensive engineering services for the Bistone Municipal Water Supply District (MWSD) as part of a $29.4M water system improvement project.

STV will plan and design critical improvements to Bistone MWSD’s water transmission system. The scope includes:

• Replacing approximately 40,000 linear feet of aging transmission pipeline to prevent leaks and improve water reliability for thousands of residents
• Designing a new re-pressurization system to maintain steady water pressure throughout the district
• Evaluating elevated storage tank and hydropneumatic pressure systems to ensure consistent service during peak demand and emergencies
• Managing environmental reviews, property acquisition and construction administration to ensure compliance with Texas Water Development Board requirements

Replacing critical pipelines and adding storage capacity will boost water reliability for more than 12,000 residents and strengthen the system’s resilience to drought, emergencies and aging infrastructure. Project design will begin in early 2026, with construction anticipated to start in 2027.

The Texas Water Development Board’s (TWDB) Drinking Water State Revolving Fund is financing the project with a $19.4M low-interest loan and $10M in principal forgiveness funds. STV helped the district secure the TWDB funding for this project by updating project information forms over four years, refining cost and population data and preparing the funding application. This funding is anticipated to save residents over $17M. STV has worked with Bistone MWSD since 2022, when the firm completed a preliminary engineering assessment and feasibility report that helped identify priority system upgrades and secure state funding for construction.
