St. Bernard Parish SCADA System

Located just southeast of New Orleans, St. Bernard Parish has been ranked among the fastest-growing counties by the US Census Bureau. In October of 2013, the Parish contracted with CDM Smith after releasing an RFQ for the design and development of a new parish-wide water/wastewater SCADA system. The new system would need to be able to monitor and control approximately 93 existing lift stations, 7 water towers, and 15 drainage stations from the control room at the Munster waste water treatment plant and at the new water treatment plant. VTScada software has been selected for this Parish’s growing SCADA needs. 

The project consists of two redundant VTScada servers communicating with 100+ Xylem Multismart controllers at wastewater lift stations throughout the Parish. For enhanced fault tolerance, these servers will be geographically separated, one at the water treatment plant and the other at the wastewater treatment plant. Authenticated users will have access to process and alarm data at the plants, the Main Yard, and the Consolidated Warehouse. Remote users can also access the system via a secure link authorized by the Parish IT team. All users will interact with the identical operational environment whether they access the system via a Thick or Thin client. The primary server will also be outfitted with VTScada's integrated Alarm Notification system for alarm dissemination to remote users.

To facilitate a comprehensive view of the remote assets, Multismart controllers provide extensive data for real-time monitoring and control, operational summary activity, power usage, efficiency, and operational alarms. This information is fully supported via the VTScada Multismart Pumpstation object, which can import each controller's XML program file to assist in the development of SCADA tags and graphical representations. Communications between the VTScada servers and the lift stations will utilize the integrated VTScada DNP3 native protocol driver to poll devices via Ethernet over cellular. The network will use Phoenix Contact cellular Ethernet radios. Project integration will be completed by Revere Control Systems of Birmingham, AL.
