Rincon Del Diablo Municipal Water District Receives Top National Recognition For Financial Reporting Excellence
For the third year in a row, Rincon Del Diablo Municipal Water District has been awarded the prestigious Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA). This recognition honors the District’s annual comprehensive financial report (ACFR) for the fiscal year ending June 30, 2024.
The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting. It represents a significant accomplishment by a government agency and its management.
“This award reflects our unwavering commitment to transparency, accountability and fiscal responsibility,” said Clint Baze, General Manager of Rincon Water. “Our team works diligently to ensure our financial reporting exceeds industry standards and builds trust with our customers and the community we serve.”
In addition to the Certificate of Achievement, the District’s finance team received the Award of Financial Reporting Achievement for their role in preparing the award-winning report. This recognition highlights the team’s dedication to producing clear, comprehensive, and high-quality financial information.

The GFOA established this program in 1945 to encourage state and local governments to go beyond the minimum requirements of generally accepted accounting principles. The goal is to prepare financial reports that demonstrate the spirit of full disclosure and transparency, and then to recognize those that succeed.

Rincon Water provides safe and reliable potable and recycled water to a population of 32,000 people through more than 8,000 customer connections. Our potable distribution system consists of nine enclosed reservoirs with the storage capacity of 22.5 million gallons. The potable water system consists of over 117 miles of 8″ or bigger pipeline and four pump stations and has a peak production of 10 million gallons per day.
