Kansas City, Missouri (KCMO) was updating their Overflow Control Plan as part of a federal consent decree with the aim to reduce the frequency and severity of combined and sanitary system overflows during wet weather events. KCMO needed to quickly find the most efficient, cost-effective way to reach compliance and serve their 478 000 residents.
