Black & Veatch's Water Asia Division Awarded EPC Water Treatment Plant Project For The Philippines

Manila, Philippines -- Black & Veatch Corporation announced today that it has commenced work on an engineering, procurement and construction contract for a 30,000 cubic meter per day water treatment plant in San Jose del Monte City, in the Bulacan region of the Philippines, near Manila. The plant is being constructed to meet the increasing water demand of the district. Black & Veatch is responsible for the process and outline design, procurement, and commissioning, and is the subcontractor to Golden City Engineering and Construction, a class "AAA" contractor in the Philippines. The construction period is planned for 14 months.

The treatment plant will utilize the Counter Current Dissolved Air Flotation and Filtration (COCODAFF) system – the first plant of its type in the Asia Pacific region.

"COCODAFF offers the enhanced solids separation capability of dissolved air flotation, while providing the cost benefits of DAF and granular media filtration – all within the same footprint," said Black & Veatch Project Manager Mark Thomas. "This becomes an attractive proposition for utilities striving to provide higher quality finished water at the lowest achievable cost."

In the COCODAFF process, flocculated water is distributed evenly below the surface of the COCODAFF units through a system of submerged laterals and distribution cones. The recycled water is distributed uniformly over the COCODAFF area below the inlet cones by an array of recycle nozzles. The flow of the flocculated water is counter-current to the rising microbubbles promoting a greater bubble particle interaction than in a conventional DAF process. Black & Veatch, which jointly developed the COCODAFF process with Thames Water, holds exclusive design and construction rights for the process in all countries except Japan and the United States.

The project is being funded by the Japanese Bank for International Cooperation (JBIC) and managed by the Local Water Utilities Administration (LWUA) in the Philippines. The client is the San Jose del Monte City Water District, which will own and operate the plant.
