AMWA Announces New Slate Of Elected Board Members For 2026

The Association of Metropolitan Water Agencies (AMWA) is pleased to announce the results of its 2026 Board of Directors election, with members selecting leaders from across the country to fill six available seats on the association’s governing body. Two new directors were elected, and four current directors were reelected to continue their service.

The newly elected Board members are:

• Randy Conner, Commissioner, Chicago Department of Water Management
• Doa Ross, Deputy General Manager – Engineering and Operations, Las Vegas Valley Water District (LVVWD)

Randy Conner brings more than two decades of leadership experience in urban engineering and public infrastructure, including oversight of Chicago’s 10‑year, $6 billion Building a New Chicago capital plan. Doa Ross has served LVVWD since 2000 and oversees four departments with more than 750 employees across Engineering, Operations, Infrastructure Management, and Water Quality and Treatment.

Three current Board members were reelected to four‑year terms:

• Julie Anderson, Chief of Staff, Denver Water;
• Alex Chen, Chief Operating Officer (Water), Seattle Public Utilities; and
• Todd Swingle, Executive Director, Toho Water Authority.

Additionally, Boston Water and Sewer Commission Chief Engineer John Sullivan was elected to serve the remaining two years of a vacant seat. Sullivan previously served as the Board’s Director Emeritus.

“AMWA is pleased to welcome these accomplished leaders to the Board, and to welcome back our re-elected directors,” said AMWA Interim CEO Dan Hartnett. “Their experience and commitment to public service will strengthen AMWA’s work and support the utilities we serve as they meet daily challenges.”

AMWA’s 25‑member Board of Directors serves staggered four‑year terms, ensuring continuity and steady leadership across the association’s governance. The newly elected Board will convene at AMWA’s 2026 Executive Management Conference in Seattle in October.
