The city wanted to take better advantage of that absolute encoder metering infrastructure. According to Meter Operations Superintendent Charles Langston, in October of 2006 there were 50,000-60,000 ProRead™ encoder-equipped meters already installed. Of those, nearly 80 percent were less than five years old. Yet aside from 6,000 meters in two newer neighborhoods, all those meters were being read visually or with handheld probes.

According to Langston, at first it was difficult to justify the move to fully-implemented AMR. After all, the city boasted an enviable 98 percent read success rate with less than one percent estimated reads. However efficient, each reader could still only visually read 350 meters per day, with a maximum of 700-1,000 reads with the probe.

With 176,000 customers and a growth rate of 5,000-7,000 new services per year, the workload would only increase. Langston proposed that by pursuing AMR, the city would not only see the return on its investment with vastly greater reads per day but could also reduce its billing cycle from two months to one – without adding additional staff.
