In 2001, when the Greater Cincinnati Water Works began exploring Automated Meter Reading (AMR) technology, its 180 employees, including 24 meter readers, struggled to maintain an 85 percent meter reading success rate (with occasional rates as low as 40 percent in urban areas). Having moved from a pencil-and-paperbased system only six years before, the GCWW was ready to close the technology gap and more efficiently serve its more than one million customers.
From the beginning of this effort, Commercial Services Superintendent Connie Roesch focused on providing a complete customer service initiative. It was the major reason her team partnered with Neptune Technology Group and installation contractor VSI Meter Services.
The communications from start to finish were a strong point among the partners; according to Roesch, "We picked the best partners, and everyone stuck to their commitments."
No Customers – Or Employees – Left Behind
"We're proudest of the planning of this project," Roesch said. "We were committed
to providing a system that would pay for itself within nine years of the first
installation. We worked hard to make sure that our customers didn't face higher
rates to pay for the new system." Considering that the project, dubbed "H20 Radio,"
would represent a substantial investment – and that the move to a mobile AMR
system would entail changing out each and every one of the system's 240,000
meters – it was a bold promise.
