Case Study: San Angelo, Texas: Where 'Waste Not, Want Not' Conserves Water
Water has become as precious around San Angelo, Texas as in the nation's more clearly defined deserts. The water utilities, under the direction of Will Wilde, director of water utilities, serve this West Texas community with an award-winning water conservation program and state-of-the-art plant that balances an interagency alliance and a public awareness campaign with restrictions, advanced technologies and reuse of all effluent -- and the sludge -- produced by the City. San Angelo presents a possible model for other utilities that operate in semi-arid or drought prone regions.
"Water has always been a significant issue for us," reflected Tom Kerr, assistant director of water utilities. "We still aren't out of a drought that started back in 1992 when the wastewater plant underwent a significant upgrade. We added a major lift station, two primary and two secondary clarifiers back then, as well as upgraded the aeration basins and headworks. As part of that upgrade, we also built a 1-billion gallon effluent storage reservoir."
