Growing interest in watershed management has progressed whereby promulgated regulations on certain effluent constituents have reached unprecedented levels of quality. Further, geographic areas of influence upon many watershed regions can impact treatment facilities located well outside of metropolitan areas. With heightened emphasis upon permit restrictions, commensurate operational resources are not necessarily matching the growing demands faced by many treatment facilities. The inevitable pressure for elevated treatment quality is poised to clash with financial limitations precipitating from augmented staffing requirements.

Simply adding personnel to the operating budgets of municipalities may not necessarily address the challenges associated with the new era of more stringent effluent requirements, nutrient removal and water reclamation. Recent advances in the cost and performance of various types of instrumentation devices will aid in the understanding, but will not offer much assistance in the decision making process. In such cases, municipalities will confront a multi-pronged need for immediate information, assessment, diagnosis and response to process issues.
