Smithburg, Maryland's Waste Water Treatment Plant faced major capacity issues. During wet winter weather, the plant suffered from settling issues and was unable to sustain MLSS concentrations at a level that would maintain nitrification. As a result, it was exceeding winter effluent ammonia limits.
