Article: U.S. Water And Wastewater Markets Receive Boost From Stimulus Funds

The stimulus package signed into law by President Obama in February will fast-track hundreds of municipal water and wastewater projects valued at $6B, which otherwise would have remained on hold due to lack of funding. The funds will be distributed to various community projects through the existing Clean Water and Drinking Water State Revolving Fund programs in the form of loans and grants and will target those "ready-to-go" projects that can begin construction within 120 days of receipt of funds.

The Clean Water State Revolving Fund and Drinking Water State Revolving Fund will receive $4B for assistance to help communities with water quality and wastewater infrastructure needs and $2B for drinking water infrastructure needs. A portion of the funding will be targeted toward green infrastructure, water and energy efficiency, and environmentally innovative projects.

The Clean Water State Revolving Funds will distributed to states according to the existing Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) allotment formulas. States are directed to give priority in funding to projects that are ready to proceed to construction within 12 months, and any monies that are not under contract or construction within 12 months will be reallocated to other states that have exhausted their stimulus allotment. States are also expected to continue implementation of their base loan programs funded through the annual appropriations bill.
