Former NYCDEP Commissioner Strickland Joins HDR

Carter Strickland has joined HDR as vice president and program manager for water and natural resources after serving as commissioner of the New York City Department of Environmental Protection.

During his tenure at DEP, the largest integrated municipal water utility in the United States, Strickland launched the agency’s $2.4B green infrastructure plan and integrated other sustainability initiatives into a $14B capital budget, led strategic planning and organizational health initiatives to modernize the agency and its workforce, oversaw emergency response efforts to hurricanes Sandy and Irene. He also led efforts to strengthen DEP’s financial position, including strengthening collections and identifying over $60M in annual operational savings and revenue enhancement.

Prior to serving as commissioner and NYCDEP’s first deputy commissioner for sustainability, Strickland served as senior policy advisor for air and water in the New York City mayor’s office, taught environmental law at Rutgers Law School in Newark, N.J., represented environmental groups at the Rutgers environmental law clinic, and prosecuted environmental cases for the New York State attorney general’s office.

He served as a board member of the National Association of Clean Water Agencies and Association of Metropolitan Water Agencies, and collaborated with the U.S. Conference of Mayors on regulatory reform efforts.

Strickland is a graduate of Columbia University School of Law where he was a Harlan Fiske Stone Scholar and executive editor of the law school’s Environmental Law Journal. He also holds a bachelor of arts degree in history from Dartmouth College.
