Delivery Methods For Water Infrastructure DevelopmentSource: PERC Water
Municipalities face difficult decisions when implementing major water and wastewater capital projects with significant uncertainties with respect to cost, schedule, and performance. There are various delivery methods to consider and it is important that public agencies understand the advantages and risks associated with each one.
This study evaluates four delivery methods: Design - Bid - Build (DBB), Design - Build (DB), Design - Build - Operate (DBO), and Design - Build - Operate - Finance (DBOF). The goal is to provide municipal decisionmakers with a deeper understanding of the advantages and challenges of each method.
