Simplify CMOM With Managed SCADA

Municipalities are tasked with managing large amounts of disparate data. Investigative, operational, rehabilitative, and other types of data must be acted upon in real-time, archived and be accessible for engineering studies and compliance purposes. A goal of any municipality is to have access to data that is easy to retrieve and validate in order to facilitate CMOM, the EPA’s Capacity, Management, Operations, and Maintenance program. CMOM is comprised of five primary documentation requirements, which include a written summary of the program, an emergency overflow response plan, a program audit report, a communication plan, and a System Evaluation and Capacity Assurance Plan (SECAP).

SECAP analysis is essentially the “C” in CMOM - capacity. Its main goal is to ensure adequate capacity, mitigate sanitary sewer overflows (SSOs), and provide guidance on capital improvements. Municipalities use a combination of data streams including SCADA, GIS, CAD, and hydraulic model information to investigate capacity and produce a SECAP document. Unless the municipality is utilizing a managed or third-party service, the burden falls on the municipality to maintain the data.
