In 2005, West Springfield's non-revenue water rose above 17%. Leak detection methods were discussed and implemented. Further discussions were directed toward the large Industrial, Commercial, and Institutional (ICI) meters in their system. To assist them in this direction, Ti-Sales Inc completed a Statistical Evaluation Enhancement of Revenue (SEER®) analysis with West Springfield. Initially the analysis focused on the SEER analysis of their ten largest meters which took only three hours to complete. The results clearly recommended a large meter changeout project to address the non-revenue water problem.
To begin the large meter changeout project, a survey and cataloging of all installed ICI meters was needed. Northeast Meter Solutions was selected to complete this survey. Northeast Meter Solutions utilized a rating system wherein each ICI installation was given a rating based upon several criteria including stopped or "non-working" meters, accessibility (how easy would it be to get to the meter), installation conditions (vault, bypass, and valves). The recommendations from the survey indicated that the largest meters should be replaced first, followed by the oldest meters. The survey also recommended rightsizing many meters. Northeast Meter Solutions completed the survey within six months.
