The Municipality of Emiliano Zapata, located 60 miles south of Mexico City, is located on an area of great hydrological affluence. The municipality required a wastewater treatment plant (WWTP) to reduce pollution of the hydrological resources of the region. The city hired HidroIndustrial, S.A. de C.V. to build a wastewater treatment plant with a capacity to treat 30 liters/second of wastewater and provide an effluent with no contaminants, to be used for public services or human contact, according to Mexican regulation.

The main industry in Concordia, MO is a Tyson renderings plant and the city's lagoon system, built in 1967, was designed to handle that plant's final waste and water polishing requirements. By 2003, however, the lagoon system began to exhibit outfall water quality that did not meet the state's DEQ permit limits. The key parameters of concern were BOD and TSS.
