The weather forecast predicted a major storm event hitting the area some time during the later part of the night, and he's taken as many steps toward preparedness as he can. His city has had flooding problems in the past. He knows where problems have risen in previous years, and he has crews parked in those areas, expecting the worst – engines burning fuel as they idle, personnel on time and a half. It's expensive, but what's the alternative?

His primary concern is three new developments that were added this year just upstream from one of these problem areas. The private firms that did the work submitted approved designs, which included some very innovative controls and Low Impact Designs to meet the City's strict water quality concerns, but he knows from experience that nothing is built in a bubble. Everything is connected in his city. Tonight the City's Stormwater Manager has a feeling he's going to find out what that truly means.
