The Initial Distribution System Evaluation
(IDSE) monitoring and reporting requirements of the Stage 2 Disinfectants and
Disinfection Byproducts Rule are the first steps of the final
phase of a 20-year plan to reduce potential cancer, reproductive,
and developmental health risks from disinfectants and their
byproducts. As water utilities throughout the United States
complete the IDSE requirement, many will discover locations in
their distribution system with elevated concentrations of
disinfection byproducts (DBPs).

In 2003, a research study by Frost and Sullivan examined criteria used by water and wastewater facilities in making purchasing decisions. Out of 12 criteria listed, the overall operational cost, including energy usage, ranked as the seventh priority. Therefore, energy usage has received only moderate attention in equipment purchasing decisions.
However, recent events are changing how energy usage is perceived. These events demonstrate that energy is becoming a major concern. Approximately one-third of a municipality's energy bill represents water and wastewater treatment costs. An understanding of where energy is spent enables facilities to evaluate how to reduce power consumption.

Ozone is a multi-functional technology, with many applications for both disinfection and oxidation. Although ozone plays an important role in water treatment today, it is often viewed as being too expensive or too complicated to implement. It is typical in today's ozone market to provide a fewer quantity of large ozone generators instead of multiple smaller units. Previously, it has not been clear which case is more economical in terms of capital cost, operating efficiency, and installation costs. This article investigates these three components as they relate to ozone generator sizing and configuration in order to demonstrate that providing multiple smaller ozone generators can be a cost-effective and compact solution for various water treatment applications.

A decade ago, perchlorate emerged as a prevalent environmental contaminant in the groundwater of Southern California's Inland Empire. This finding initiated a regulatory controversy that is still ongoing, despite the state's actions toward establishing guidelines. For a number of cities in the region, this contaminant has become a central issue of water supply, leading to multiple well closures and a host of costly adaptive measures. As the occurrence of this contaminant continued to grow in some communities, the need for innovative and cost-effective treatment solutions was apparent — even if a straightforward path to development and implementation was not.
The fluidized bed bioreactor became the first system of its kind to demonstrate the ability to produce drinking water while offering a more practical, cost-effective, and environmentally sustainable approach to the remediation of perchlorate-laden groundwater.
